Google and Beyond: Finding Information Using Search Engines, and Evaluating Your Results

Searching the World Wide Web can be a daunting task. The Web has expanded at such a rapid pace that nobody knows exactly how large it is, but it is safe to say that there are many billions of Web pages residing on servers all over the world. Add to this scenario the task of evaluating information found on the web and choosing between the hundreds of different search tools available – including directories, search engines, meta-searchers, and specialized search engines – and the situation begins to feel overwhelming. Fortunately, learning a few essential concepts of Web searching and site evaluation, along with mastering a handful of the top-rated search tools, can make the picture much brighter. This paper will discuss the basics of a few search engines and provide examples of advanced searches that can be done to increase your searching efficiency. It will also address the task of assessing the quality of the information you find on the Internet. In addition it will list and describe places to go for more information on improving you Internet searching and evaluating skills.

Methods and technology for keeping track of current legal news range from simple to advanced. Simple methods such as becoming familiar with legal news web sites and visiting them regularly are still highly effective. More advanced technologies such as blogs and podcasts offer more diverse methods of delivering information by using sound and video (as opposed to reading plain text). Armed with basic knowledge about these new tools, you can make informed decisions about which technologies can increase your current awareness knowledge.

From Attorney to Detective: Using the Web as an Investigative Tool

The web is a handy investigative tool, allowing a researcher to obtain some kinds of information previously requiring the services of a private detective. One can find a subject's email address, home address, telephone number, criminal records, property records, vital statistics information, and more. Much of the information is free, but considerably more is available for a fee. Most of the sites providing free information heavily promote paid services that provide more extensive information. The vast number of sites providing access to information about persons, property and things makes it impossible to provide an inclusive list; therefore, this chapter strives only to provide a sampling of representative sites.

Keeping Current: Staying Abreast of Legal Topics Plus a Sneak Peek at Emerging Technologies

There are several ways to keep current with the latest legal news and trends. One of the simplest methods is to become familiar with legal news web sites and visit them regularly. Many legal news web sites offer the option for visitors to sign up for e-mail alerts that can provide up-to-the-minute news delivered to your e-mail inbox. It is also possible to use a combination of web resources and e-mail to monitor court dockets. If you need in-depth information about a topic, you might consider joining a legal listserv or e-mail discussion list. Finally a recent strategy for staying on top of current legal topics is to become acquainted with legal blogs and how to access them. The latest expansion of blogging that is useful for obtaining current information is podcasting or sending soundfiles via the Internet. It’s important to note that in today’s wired world that many people report being overwhelmed by information especially in electronic format. Rather than try to regularly use all of the methods and resources described below, my suggestion is that you sample them and try to figure out which ones best suit your needs. You should probably limit yourself to a few current awareness resources daily. Don’t forget to take time to contemplate the implications of the news you discover and try not to allow your attention to get too fragmented.

With the establishment of the GeorgiaNet Authority in 1990, the Georgia Legislature laid the groundwork for an impressive Georgia presence on the Internet. Pursuant to O.C.G.A. 50-25-1 et seq., GeorgiaNet and its successor agency, the Georgia Technology Authority (GTA), have increased public access online to a wealth of public state information, including items valuable in legal research. For example, the states official portal at http://www.georgia.gov provides links to important primary sources at no cost, such as the Official Code of Georgia linked from http://www.legis.state.ga.us/htdig/search.htm Other entities are also providing access to Georgia legal information via the Internet. This paper discusses several of these resources. The material is arranged by information type.

Around the World in Twenty Minutes: International Legal Research on the Web

A researcher in “international law” may need to locate primary sources such as international treaties, decisions of international and domestic tribunals, and foreign laws while also seeking secondary sources such as treatises and articles. The Internet has improved access to foreign and international materials immeasurably in the past few years. Items that formerly were not available in a published format might now be available with a click of the mouse. Many international organizations and countries are now placing primary legal materials on the Web, although not always in English and usually only for recent years. Like other areas of the Web, finding these materials is not always easy. The rapid growth of electronic materials in this area makes maintaining an accurate set of links impossible. However, many resources exist to help the researcher find relevant foreign and international information in this vast web of resources.

Beyond the Internet - What Technologies are on the Horizon?

There are conflicting perceptions about the use of technology by lawyers. One view is that lawyers are traditional individuals who are slow to adopt cutting edge technology. The opposing view is that lawyers are technology leaders. I subscribe to the latter view. Lawyers were the first to fully utilize full-text databases. Lawyers were searching Lexis-Nexis during the late 70's and early 80's. Lawyers quickly adopted fax machines, e-mail and Internet services as soon as they were available. Consequently, I think lawyers are technology leaders. In order to remain technology leaders, we must be informed about the latest technology developments. The purpose of this segment of the CLE program is to gaze into the crystal ball and to offer some predictions for the future of technology. In a few simple words, the future of technology will be faster, smaller, more integrated and wireless. Will these predictions be accurate? Only time will tell.

Instead, the best searching method to follow is making use of specialized legal websites which assist in finding legal news and periodicals on the Internet. This paper contains a few of these sites that will make the task of searching out legal news and periodicals easier and more time-efficient.

Why Pay for it Twice? How to Access Federal Materials in the Public Domain

The U.S. federal government is one of, if not the world’s largest publisher. Because that material has been produced using tax dollars, it has in an important sense already been “bought” by the citizen consumer. While many commercial aggregators greatly ease access to these documents by collecting them or their links into one easy location, they typically charge a sizeable fee for the convenience, and often overlook the more obscure items. The user, having already purchased the documents, may wish to exert the effort learning how to access these items from the original providers. The links within offer a variety of means to access these public domain titles.

Navigating “Social Networking” Tools: Blogs, Wikis, RSS Feeds and Beyond

What are “social networking” tools, and why should lawyers care about them? Wikipedia, itself built on social networking software, notes that social networking refers to a category of Internet applications to help connect friends, business partners, or other individuals together using a variety of tools. These applications, known as online social networks are becoming increasingly popular. This phenomenon is also known as Web 2.0. Jack Maness, a librarian at University of Colorado at Boulder, defines it as, “not a web of textual publication, but a web of multi-sensory communication … a matrix of dialogues, not a collection of monologues. It is a user-centered Web in ways it has not been thus far.” In Web 2.0 the end user – you – is (or at least has the option to be) an integral part of the data. Some of the social networking tools you may or may not be familiar with are: Blogs, Wikis, RSS Feeds, Tagging/Bookmark sites, Podcasts and Vodcasts. I will discuss these tools, how to find them, how to use them, and their possible relevance for lawyers and for legal research.

The Internet: Complicating Legal Ethics, But Full of Resources to Help You Understand the Complications

In the first portion of this paper, I will try to give you an idea of a few of the specific ethical complications that have arisen or are anticipated because of electronic information production, storage, and communication. My search of the Georgia ethics decisions and opinions did not turn up instances where the Georgia Supreme Court or the State Disciplinary Board (which issued opinions prior to 1986) have ruled explicitly on any of these issues, but in today’s climate it is only a matter of time before at least some of these questions come up in Geogia. I will summarize what some other jurisdictions have decided when confronted with some of the complications of electronic information. The second part of the paper is an annotated list of some of the Internet resources that will help you stay up to date on the latest wrinkles in professional ethics.

Process in Poland? Evidence in Ethiopia?: Online Help with Transnational Legal Transactions

With the globalization of the economy, American attorneys face increasing challenges in transactions and contract formation. When conducting business between entities in more than one country, whose law governs the transaction? If a dispute arises, where and how will it be solved? How is service of process completed outside of the United States? How is “discovery” of documents and other types of evidence accomplished? If judgment is entered in one country, will it be enforced in another? These are questions that many American attorneys face, regardless of whether they intended to practice “international law.” This paper discusses organizations and online resources which will assist the transnational lawyer in global transactions or litigation. The focus is on free resources available in English, although a few resources available in other languages are included as well.

Law Beyond Our Borders: Legal Resources from the Other 49 States

While there is some uniformity and predictability to what resources are available on the Web from the various agencies and branches of the federal government, much less comforting similarity exists for the resources provided by the various states. The universe of what is available is expanding, but there are still many gaps. In addition, many states have not yet stabilized their Web resources. They keep reorganizing or changing what they offer, usually changing Web addresses at the same time. Still, in most instances, today you can find the current code, without annotations, and at least a few judicial opinions. Often a much greater extent and variety of resources are available.

The Federal government (at least the executive and the legislative branches) began making substantial volumes of legislative and regulatory materials available freely on the Web as early as the late 1990's. While the resources provided directly by the U.S. government have not always been the most user friendly, they have always been truly rich in content. After a decade, today the interfaces have improved vastly and the content has grown exponentially. Current legislative and regulatory material is routinely available, as well as many historical items of importance.

In this paper, I will begin by discussing technologies that are currently available on the web that will increase your abilities to collaborate, reduce your office overhead and provide you with a competitive edge. I will highlight current technology trends and predictions and include examples of new gadgets that illustrate these predictions. Finally, I will conclude with a list of frivolous gadgets that will hopefully make you smile, provide food for thought and excite you about the coming prospects of technology.

RSS: The HOV Lane on the Information Highway

Today’s world suffers from no lack of readily available information. The challenge is rarely the finding of information; it is rather laying your hands on just the right piece at just the right time. While attorneys have a duty to be well-informed about the state of the law, remaining current can be difficult. The goal should be to have information delivered and organized in a timely, convenient way that both maximizes exposure—assuring that you aren’t missing that perfect nugget that will give you the competitive edge—yet minimizes time-investment in retrieval and scanning through items that may be of no use at all. Complete mastery of the information universe requires an array of tools. The one we’ll be looking at here is RSS, for “Really Simple Syndication.”

Credibility is the amount of trust that a resource, an argument, a piece of advice or a Web page engenders. It is the composite of the quality of research or observation and the reasoning or interpretation of the writer or speaker. The system that I will share incorporates and distills these criteria and helps to frame the critical thought process when encountering a new site without any obvious redeeming credentials. Since this is tax time of year, this system is named the I.R.S. audit: Identification, Reputation, and Sources.

MSN and Yahoo! are examples of horizontal portals that appeal to broad segments of the population by providing a wide array of popular culture news. For 8 to 5 endeavors, the Web also has many industry portals or vertical portals, including portals targeting law professionals and legal scholars. Finding a portal and setting it to be one’s browser home page can be an easy way to keep up with information and to launch targeted searches from a familiar interface.

For a decade, the cataloging world has relied upon the _Anglo-American Cataloging Rules 2nd ed. revised_ to guide its work. As soon as July 2011, AACR2 might be replaced with a new cataloging code, Resource Description & Access (RDA)
RDA is still a work in progress, but this talk covers the main goals in greater detail and points out a couple of the major changes to our MARC records (major new fields and subfields) that appear in records already.

Thanks to the wide-scale adoption of the Internet as a primary means of disseminating information, the amount available is increasing at an exponential rate every day. This is especially true for the legal field and the practice of law. There is an incredible amount of information being released from a myriad of sources; government agencies, legal scholars, private practitioners, experts and more are distributing a veritable treasure trove of resources online.
The question is no longer “Is it out there?” but “How can I find it?” Unfortunately, this question is becoming increasingly difficult as the shear amount being released begins to obfuscate the process of finding all of that useful data. One solution to this ever- increasing obstacle is not to search more and search longer, but rather to have the desired information be delivered to you in a timely and organized fashion. An ideal way to achieve this is with a piece of technology called "RSS" or "Really Simple Syndication"

Internet Ethics: Complications of the Digital Age and Web Sites to Help You Untangle Them

Computers and the Internet have profoundly changed at least the mechanics of the practice of law. Client communication, legal research, document drafting and transmittal, and record storage are increasingly paper free undertakings. As someone who began the practice of law long before the advent of the personal computer or the Internet, I can attest that the shift to computers and the Internet has greatly increased efficiency, productivity and convenience. At the same time, these tools can greatly complicate many traditional ethical considerations.
The paper is divided into two parts. In the first portion of this paper, I will try to give you an idea of a few of the specific ethical complications that have arisen or are anticipated because of electronic information production, storage, and communication. The second part of the paper is an annotated list of some of the Internet resources that will help you stay up to date on the latest wrinkles in professional ethics.

Designing and Preserving Special Collections

Our collections' unique holdings can make the greatest impact to scholarship, and yet our special collections often suffer from a lack of staff expertise to preserve and describe unusual formats. An experienced special collections cataloger and a special collections librarian will share the basics of standards-based cataloging and preservation of these formats. Program will include hands-on practice with creating a metadata record for a manuscript and a photograph collection (with attention paid to perceived impact of RDA).

Advanced Meeting Facilitation Techniques

As many librarians learned in last year's AALL presentation on facilitation, a well-facilitated meeting can transform a regular work session into an extraordinarily productive event. Participants learned that a well-crafted agenda, thoughtful ground rules, optimal meeting space, and detailed minutes can all set the stage for a successful meeting.
However, meetings can still go awry. A poorly facilitated meeting can make everyone dread meetings even if the meeting has been well-planned. Managing or facilitating behaviors is the final essential ingredient for success. Have you ever been in a meeting that is monopolized by one individual? Or someone offers a suggestion that is way off in left field? Perhaps you have been in a meeting where hostilities have erupted? Using video clips of actual meeting scenarios, the speakers will present advanced techniques for facilitating meeting behaviors.

However, when a single known result is desired, patience is short or the viewable screen is too small to make scrolling desirable there are a variety of handy tools and techniques to use to get the best out of the Web.Tips focus on using commonly-used search operators in Google and Bing, setting up bookmarks/favorites in browsers, and creating a personalized internet portal.

Be Memorable: Library Advocacy through Compelling Storytelling

Whether persuading an administrator within your institution or lobbying for external action, storytelling can be a powerful and compelling advocacy tool. Telling stories about real people and real challenges is an effective means for convincing others of your viewpoint. What makes a good story? How can you incorporate the elements of storytelling into your advocacy efforts?
After learning the fundamentals of a persuasive story and how to successfully integrate the story within a strategic advocacy campaign, participants will have the opportunity to practice their newly acquired skills in small groups. Volunteers from the small groups will share their story drafts with the larger audience and receive constructive feedback.
