The Programa de Alimentación Escolar (PAE) in Colombia: From Corruption to Violation of Human Rights
Abstract
Article Abstract: Colombia scored 37/100 on Transparency International's 2017 Corruption Perceptions Index, where 100 represents the perception of no corruption and 0 represents the perception of high corruption. This placed it 96th out of 180 countries. How did we reach this dishonorable position? In Colombia's case, corruption stems from both socio-political and cultural conditions, as well as institutional conditions that favor or facilitate its perpetuation. Given the absence of an established relationship between acts of corruption and human rights violations, and, in general, of a human rights perspective in the analysis and approach to corruption cases in Colombia, in this chapter we intend to explore, for illustrative purposes, a corruption case in Colombia from a human rights perspective.
Book Abstract: This book examines the recurring outbreak of corruption in Latin America from a perspective based on the impacts that this phenomenon has on the bases of the rule of law and full respect for human rights. The contributions are the result of a valuable analysis by renowned Latin American authors from different countries based on a reflection from the Rule of Law Program for Latin America of the Konrad Adenauer Foundation.
