Abstract
The Senate Judiciary Subcommittee on Federal Courts held an oversight hearing to examine the structure, size, and operations of federal appeals courts and their respective circuits. A topic that came up frequently during questions was whether to split up the large Ninth Circuit of the U.S. Court of Appeals on the West Coast, which was dealing with a backlog of cases.
